    "The Quartet says Israel should halt settlement building in the West Bank and reach a full peace agreement with the Palestinians within 24 months, creating a state on the basis of the borders that existed before the 1967 Middle East war." Netanyahu is adamantly opposed to two of the 3 demands. (He agrees to the 24 months goal, because this will only depend on future developments.) So clearly Israel will refuse to conduct peace talks on this basis. The good element here is that the Quartet is showing some initiative. It would have been netter for all to have the Quartet take the lead, rather than the US, because the Quartet is friendly to both sides in more or less equal measure while the US is so biased in favor of Israel that it cannot apply the necessary pressure to move forward.
