Clearly, barak and netanyahu decided on what to do that would seem like they were doing something when in reality they would be doing very little indeed. Too many exclusionary clauses to the freeze. But they can use their ruse to throw the ball in the other court aand say: "see! they are doing nothing even after we make a big big concession. They can't want peace like we do." Notice also the constant mention by netanyahu of "economic advantages" for the Palestinians. If one looks closer one will see that this is the exact thing that in the '70s sharon tried with his concept of "village leagues". Issrael does not want to see a two state solution and anyone who thinks otherwise is fooling themselves. They will only act under concernted and unified international pressure which should now be applied.
