OK, let us say that since Israeli law has annexed East Jerusalem and made it part of the Israeli Capital, Israel has the "right and obligation" according to that law to develop Jerusalem. But what about the West Bank? This territory was never annexed, so there certainly is no "obligation" to build settlements there, which is what was decided too. As usual, Netanyahu talks a good PR, but also as usual, when one looks closely, he doesn't make simple sense.
