Last I heard, Israel and Egypt already had a peace agreement. The last I heard from the Palestinians, they rejected any direct peace talks, much less "accelerating peace talks". Bibi is certainly in an all fired hurry to get talks going. This is a great reason for the Palestinians to reject them. If Israel was really interested in withdrawing from the settlements, which would happen in case of a peace agreement, then they wouldn't have a problem freezing settlement growth. In fact, it would be in Israels interest to stop building settlements if they had any intention of evacuating them.
