The idea should be to make the status of Haredi students similar to that university students. Israeli colleges are supported by the state. Regular students take 3 years to complete a BA, and 2 more to get an MA. Thus, supporting Yeshiva students for 4 years plus one 1 year of diminished support makes their situation comparable. Haredim who want to study beyond the 5 year plan should be treated as comparable to PhD (doctoral) students. Only a limited number will be supported, as many as society needs, but not too many. This should be the guiding principle, the rest of the details can be worked out to everybody's satisfaction.
