The Arabs are appealing to the world to force Israel to bend to the Arab demands. How is that interpreted as negotiations? The arabs should instead present their demands directly to Israel and negotiate with Israel the terms of its surrender. Or Israel could offer its terms to the Arabs. what we have had for the past 70 years has been the Arabs presenting their demands to the UN. This is like negotiating with themselves, since the majority of the UN members are Arab/Moslem or are economically dominated by the Arab/Moslem countries. The "Quartet" is even worse than the UN since all of the four members are Muslim dominated--especially the US and its entanglement from Nigeria through Sudan,, Egypt, S Arabia, Iraq, Afghanistan to the Phillipines and Indonesia.
