Settlements are permitted to be built on private Palestinian land. The government does not stop regional authorities from approving new housing plans on land that belongs to Palestinian villagers. The separation wall is placed without regard to peoples' access of their land or water. It's the wild west, anyone can stake a claim wherever they choose, and the government makes no objections. Anarchy reigns. So why should anyone be surprised that someone can set up a house in an empaty nature reserve when there are much worse annexations going on?
