There was no such thing as nation-state in the Middle East prior to the fall of the Ottoman Empire. People were not identified by their nationality(since there weren't nation-states, you see.) but rather on their location, or the place they were born in. Since Arabs lived there for centuries, I think the article is still just fine to call them Palestinians.
