Lately, the Mossad has had some collosal failures and, at the same time, their few successes have had loads of unwanted publicity. They were caught with their pants down in the recent attack from Sinai. Just as Israel gave monthly "terrorist attack" warnings after the end of the 2006 war although no attack ever transpired, they will use the same strategy again. It is as if they believe that being over cautious makes up for being under cautious. The Mossad, like the IDF, is dining out on their reputation of decades ago. These days, neither organization can hold their water.
