    You have to consider Peretz motives and that motive was political. His image was shattered after Lebanon he needed a face saving measure to try hide his failure. During the war rockets had been a problem so Peretz face saving solution was develop something to shoot down the rockets so he gave Rafael some money and said invent something. It didn't even matter if the finished product didn't work well it was an Israeli made rocket defence system and he would have already had 3 years boasting about what was going to be a wonderful system during its development. Peretz was not a visionary and deserves no credit, The author is taking a nostalgic attitude towards Peretz because Iron Dome works. Just , look at Olmert right now when he was PM Kadima were desperate to replace him now he is gone Kadima desperately want to get rid of Mofaz ( who they have only recently elected to the leadership ) and replace him with Olmert and think he is going to be their messiah. It is very easy to forget failings and take a nostalgic attitude.
