    Probable meaning is "whenever Muslims claim that they did only defensive (1) or pre-emptive (2) strike against non-Muslim enemy, it's 'defensive jihad'; if non-Muslim does this against Muslims who have long been attacking them, it is not". In other words, even 1965 war and 1971 war could be termed "defensive jihad" (in both of these Pakistan was the aggressor) as could 1948, 1956, 1967 and 1973 wars by Arabs against Israel (technicality: due to Arabs never rescinding "state of war" after 1949 cease-fire, these are all the SAME war with some 'lulls' during which much proxy-war was also done and supported by the Arab states) in which Arab states were the aggressors.
