Iran has the same right to move their ships where ever they want as long as any other nation is allowed to do so and Iran does not need America's permission to move their ships anywhere they want. This is up to the country in which Iran will move their ships to, to decide. If Germany or England etc., allow Iran to move their ships into their water territory, then Iran can do so without any permission from America, the same way that America has ships and submarines in Iranian water territories.
