An Israeli Arab becoming PM or Defense Minister would depend on election results, party lists and coalition agreements. President is a political election by the Knesset, so it would depend on the composition of the Knesset and the opinions of its members towards each candidate. There is at least one Arab (Druse) Major General in the IDF and has been for years. If and when Israeli Arabs take a more active part in defending and developing then country through military or civilian National Service, they might also take a more active part in its government (by election counts, half or less of registered Arab voters vote for the Arab parties.
