Maybe you didn't realize, but neither the UN nor the Egyptian government are under Israeli authority. If Egypt wants to let Iran, North Korea, or whomever they deem fit to cross, as long as it is not at war with Egypt, it will be allowed to, despite Israel's hurt prickly pride. If you block any country in breach of UNSC resolutions, Israel would be the first one barred (remember 242?).
