The problem with people trying to dictate standards of modesty is that there is no commonly accepted standard. I remember my mother telling me that when she was a girl there were little lead weights for women to sew in the hems of their skirts so that the skirt wouldn't blow up and show the ankle of their shoes.A woman in keeping with her family and cultural standards could, if she so wished, still adhere to those standards, but very few would advocate them for the public, and those prudes don't have the right to do so. Modesty is dependent on common public standards and to force people to go beyond them is simply not allowable.
