Yes, the law does call sex between an adult man and an underaged girl rape, that is true. Whether this is reasonable is another matter. The word "rape" evokes an image of violence, and applying it to a situation that does not involve violence (at least not in the way it is normally understood) is a misuse of words. I am not in any way arguing that such behavior is acceptable, but believe that terminology should be clear. Calling rape murder would also be wrong.
