Militants are people that rebel against policies by using force, and terrorists conduct operations which cause sheer terror due to the fact that they cannot be easily countered due to their willingness to die. I am sure that may not be the real definition but Haaretz is being "politically correct" by defining rebels as militants. Rebels well...rebel totally different than militants or terrorists. Whats the difference, they are launching rockets, missiles into civilian targets so they deserve a strong response whatever their motivations.
