First Mike, release your cap lock key. All caps are hard to read and are the internet equivalent of shouting. A "militant" is a person or group pursuing aggressive physical or verbal combat. It is also used to denote soldiers who do not belong to an established government military organization. A "terrorist' is someone who engages in "terrorism". Terrorism is the use of threats or force to instill terror as a tactic to advance a political agenda. Thus a militant might, or might not, be a terrorist. Nor are all terrorists militants. A member of a government military organization might be engaged in terrorism. For example bombing apartment buildings and bulldozing homes to advance a political agenda by instilling terror in a civilian population is terrorism, though the soldier flying the plane or driving the bulldozer is not a 'militant'.
