    Kerry is searching for a "framework". However the framework is given since decades in numerous UN resolutions. Kerry is adressing the wrong problem. The problem is that Israel does not act according to international law. So forcing Israel to do this is the main problem. There is no sign Kerry wants to address that problem. In the ME the American starting point is still "might is right". It does not bother the US that this makes them incredible in the eyes of the rest of the world
