Israel didn't offer complete souvereignity over East Jerusalem. It also wanted do keep 9% choice land in the Westbank in return for 1% undefined territory. It also wanted to controll Palestinan airspace. No military was to be allowed. No freedom of movement granted. One east-west Israeli-controlled road would slice all the way across the West Bank for Israeli use only. And it's not a surprise you don't even mention the refugee issue.
