With Israel it was much more based on the idea of returning to the biblical Jewish homeland so there is much more of an ideal behind it. For the palestinians its about refugees and their descendants to return to properties that were abandoned in a war 63 years earlier. Its not an ideal the way it is when you attach religion to it. Also for the secular zionists this was about creating a state for Jews to go and escape persecution while the idea of escaping persecution doesn't hold water as a justification for right of return. There is also the fact that apart from Iran the arabs control the entire Middle East so its not like the arabs have nowhere else to go but there was no other Jewish state. Only the palestinians and their supporters define the descendants of the refugees as refugees in their own right with a right of return.
