Israel like every other independent state has the right to choose its immigration policies without having to try and justify them to anybody. If Israeli government says it will allow Jews from anywhere in the world to emigrate to Israel at taxpayers expense but it will not allow the palestinians a so called ROR then its within its rights to do so. Doesn't matter what the reasons for saying one can come but another cannot its just immigration policy. Its also a fact that about 90% of the original refugees are dead now after 65 years and refugee status cannot be inherited, the generations that came after that are descendants of refugees and not refugees in their own right and the idilic villiages they want a ROR to they have all been destroyed. Some belong to kibbutzim, some are under highways, others have been given to developers or sold to the JNF who have built national parks but these romantic villages are gone.
