    no constitution, working (self-)control of institutions (courts, police etc)... it seems, particularly the comments in the light of the prisoner-swap as "next swap no civilian killers...", that israeli governments want to have all options in every situation - as they see fit... its wrong, there have to be clear rules, applicable for everyone, always... this is - to me - the main difference from israeli governments to western ones, and its the main cause of failure to keep the system and the population balanced...
