Sure Israel has a water problem. Who doesn't have a water problem in the ME? Loosing 1/3 of water sources would hurt, but not as much as thermonuclear anihilation, it's not even on the same scale. You're comparing a mosquito bite to a volcano. I doubt the Syrians would do something so reckless, if Assad is anything like his father.
