Had the the arabs succeeded when the combined armies attacked Israel in '48, what would have happened to "occupied Israel" Art. 24 of the PLO charter states that they have no sovreignty over Gaza and the West Bank. Did the PLO make a mistake or was this really never intended to be palestinian land?
