The commanders know the rules are 'do anything you want, but don't get caught.' The soldier only heard 'do anything you want.' Rusty Calley was a known quantity in the Miami Springs - Hialeah area in the late 1960s. No sane goverment would have given him command of anything. But the USA was desperate for junior officers and he ended up commanding a platoon in Vietnam. He murdered innocent people. He was made an example, though his superiors got off. He was given a presidential pardon for taking a baby from it's mother's arms, throwing it to the ground, and machinegunning it. That is how governments act. They approve of what they will punish, and only punish when they are forced to sacrifice someone to protect themselves.
