Howdy Mark; I don't know about Palestinian gestures, but the recent Israeli gestures have little to do with final peace negotiations. The release of Palestinian tax money to the PA, removal of some checkpoints, release of 250 prisoners, and amnesty for reformed terrorists are designed to bolster Fatah in the West Bank against a possible Hamas coup there. If the PA would rather do without Israel's gestures (and international aid and diplomatic support from the U.S., the E.U., and the Arab League), then the PA can say so. PM Fayad is in no position to be making demands concerning when final peace negotiations are to take place since his emergency government will be lucky to barely survive at the moment.
