Margie, I believe you are right in this. But, I think another element is compounding. Many Western nations are lagging behind others, partially because of industrial development levels, but also, their form of governance. I like democracy and support it, but it does allow all groups a voice. In Israel, the industrial sector is organized, as in much of the West. They may wish to slow advances so as not to eat in to profits unduly. In new democracies or even non-representative governments, these things can be pushed through, as special interests have limited organizing experience or social space for such activities.
