The real question is if Syria acted illegally if (yes: if) it did start building a new reactor without informing the IAEA first. Haaretz reported a few days ago that this was not the case. Of course nobody knows the precise situation at this point. If it was a reactor in its initial stage of construction then one may wonder why the heavy handed Israeli approach was necessary. They could have simply informed the IAEA.
