As with any large group of people, Hamas is not monolithic. Look at Gaza; UNRWA Director of Operations, John Ging has been fired upon and subject to kidnapping attempts by extreme elements of Hamas. They have also burned down UNRWA summer camps and other structures many times over the past few years. Yet their actions are limited by other factions within Hamas which are aware that without UNRWA 1,500,000 Palestinians would be left in an inconceivably horrid condition. That is to say that there certain elements of organization, which in spite of winging qassams into Sderot and the surrounding area are not completely lost in the real world. It is with those not yet insane enemies of Israel that we must find a way to begin and continue a dialogue, which in the end will benefit both peoples.
