The Last Quartet Plan was the Road Map and Netanyahu disavowed it as a prior agreement. And Israel, though having agreed to it, never even started to implement it. So it became Road Kill. The problem will be for the Palestinians. They can only implement stuff where Israel allows them to operate and where Israel will allow them to work without interference - 5 or 6 small enclaves so far and only in the West Bank. Maybe its hopeless. Israel's gov won't discuss core issues like borders and is more interested in acquiring land and preventing any resolution of the issues. One Israeli Minister was even happy with the Hamas takeover of Gaza.
