Looking to the Gaza incursion first: That effort was a magnificent exercise in restraint doomed to failure not by the IDF but by the press. The idea that there can be successful responses to the rocket launchers without collateral damage is idiotic especially when it is well known that the Hamas gangsters use human shields on deliberately for propaganda purposes. The main failure of the Gaza incursion was not securing the border with Egypt so that effective interdiction of the tunnels could be made. The battle with Hezbollah produced mediocre results because of the constant, heavy infusion of fresh supplies by the Syrian/Iranian regimes. You should not expect to win a war/battle when you cannot/will not shut off the enemies supply lines. If you want victory in the north, you will have to engage the Syrians and defeat them early on in the engagement so the supply line to Hezbollah can be stopped. You should consider using an EMP device to neutralize the Syrians military machine next time you have to deal with Hezbollah. Nothing will interdict their resupply operation like the total lack of functioning electronic gadgets.
