International Law that you claim defines East Jerusalem as existing under belligerent occupation is limited in its application as defined by Security Council Resolution 1322 (2000), paragraph 3: ?Calls upon Israel, the occupying Power, to abide scrupulously by its legal obligations and its responsibilities under the Fourth Geneva Convention RELATIVE TO THE PROTECTION OF CIVILIAN PERSONS in a Time of War of 12 August 1949...? This was done to protect Palestinians against seizures of property, imprisonment and forceful relocation. Where is it mentioned that Israel cannot build on this disputed land ? Please site any UNSC resolution that explicitly states so. Please do not bother quoting UNHR, ICJ or UN General Assembly as their decisions are non-binding.
