Israel's grand old man is living in the past. At the time of the War of Independence, and for decades after, the Ultra-Orthodox were seen as a problem. They would not fight to save themselves and required immense effort to save during the War of Independence. Then they were seen as quaint, bought off by welfare and privilege. Then they were given license for decades. Welfare, privilege and license have become expected by the Haredim. Submission by the rest of Israel is also what they have come to expect.
