    As can be seen in the Geneva Accords, solving the "right of return" issue is a matter of nice formulation. From an Israeli point of view, Israel does not have to bring back many refugees. The number admitted is up to Israel, but some guideline is offerred which seems to be quiet small (perhaps resulting in 100,000 or less). However, the refugees are to be rehabilitated and settled (largely not in Israel). The last item means money. The world will probably ask to contribute generously, as I am sure it will. The right of return is ultimately the least difficult important issue. Jerusalem and the 1967 lines are the really "diifficult" issues. (I only call them difficult because of excessive Israeli appetite in these matters.)
