Leak a story to the NY Times, and when they print it as speculation, cite it as proof. North Korea did not design the gas cooled, graphite moderated reactor it used to create it's plutonium. Nor did they manufacture it. North Korea could not manufacture such a reactor today. Thus the story is false. But, we are told, because the NY Times printed what it was leaked, it must be true.
