    The idea of population exchange may not tick the boxes on the 'perfect world' card, but one thing you can say is that it would have a good chance of leading to a lasting peace. The big problem is the Lieberman probably isn't sincere and sees this as a way to delay for 20 more years while the settlement strategy completes. The world should consider any population swap plan that involves Israeli Arab permission and acting NOW and doesn't, as lieberman wishes, kick it into the long grass for 20 more years.
