israel has not signed the nuclear non-proliferation treaty. nor does israel intend to sign said treaty. a treaty is an agreement among sovereign states that they adhere to freely and voluntarily. no authority on planet earth can force a sovereign to adhere to a treaty. since israel is not a signatory of the npt, the iaea has no authority to inspect israel's nuclear facilities with the exception of the small research reactor. end of story.
