    It is certainly a done deal once it was approved by the inner group of powerful ministers, chaired by Biby. But they have to go by the book and have all seals stamped. Peres has issued pardons too. In Arab dictators culture, the tyrant has to agree and everything else is merely cerimonial. All institutions if they exist are rubber stamp and they not only approve but also praise the leader for his clairvoyant and grandeur. Hopefully that is starting to change for the good of Arabs and humanity. World community should pressure Arab dictators to step down peacefully and not to tolerate their excesses. Standing firm and banning dictatorships should urgently be made universal. A lot of lives and fortunes saved if a principle like that was in effect. Bashar and Saleh and others would have been cut and thrown to history's garbage bin.
