the IDF has a strict policy regarding responding to potential intruders on Israeli borders. specifically on the gaza border there is a 3 step, non violent, process before they consider shooting a man in the legs - non lethal. each step in the process must be approved by a higher ranking officer. in other words when palestinians approach the border fence and don't adhere to IDF commands, they are knowingly putting themselves at risk. motives are always questioned, no soldier shoots blindly. palestinians have used infants and their dolls to hide bombs in the past so the lack of a visible weapon isn't to relevant. p.s. what happens when a mexican tries to cross into the US?
