He stoked the flames to a high pitch in the days after the murder of the three Israeli youths with his "they will pay dearly" rhetoric, the nighttime raids and destruction, the "oops" deaths, and hundreds of arrests and confiscations, and now he's taking the moral high road? That's leadership? He saw the world's condemnation of his over-the-top reactions and now wants to put the genii back in the bottle. That's not leadership. That's selfish political self-preservation at work.
