    Lavrov you fool, no country overspends on a "civilian' nuclear program by hundreds of billions of dollars and proudly looks forward to getting a return on their investment only after a few hundred years. No country goes as far as ringing their "civilian" nuclear program with state-of-the-art Russian defense systems and buries their program deep underground with over 20 meter thick reinforced concrete caps when a more ground level installation surrounded by a barbed wire fence and a couple of roaming pitbulls would have sufficed. Be honest and admit that Russia just hasn't quite yet finished milking their fat Persian cow to keep Moscova amongst the world's most expensive cities to live in.
