There is nothing the secular public loves more than to see somebody have ago at the religious, secular Israelis love to hate religious Jews and Lapid is giving it to them. Since becoming finance minister he hasn't done an awful lot and his announcements have all been on Facebook rather than on camera like everybody else does. He has been obsessive with the haredi draft, he announced he supported Women of the Wall and was going top do everything he could to help them. He had a slanging match with Shas MKS the other day and today his number 2 publicly called the haredi parasites. Lapid wants to sidestep serious issues because they can make him enemies as well as friends and focus on drumming up hatred for the haredi because he knows that is a vote winner and all he is doing is try lay the groundwork for an election victory because he wants to be the next PM and hurting the haredi is what the secular public likes most even if it doesn't do anything to deal with the countries real problems. Lapid cares about his career not the people and thats why all he offers are policies of hatred.
