To do so, however, requires several things. First, one must be aware that there were local circumstances and hostile forces which forced the creation of Hamas. Second, one must understand how Hamas has adopted as circumstances changed. That is to say that one has to comprehend that the decision to create massive settlements in the West Bank and Gaza created fear and hostility amongst the Palestinian population. That the process caused suffering in that population. One must to some degree that the actions of the Likud governments of Israel were the motivation for the existence of Hamas. It is easier to imagine a conspiracy so vast.
