The problem is that existing nations in the area (Iran, Turkey, Iraq) are all happy to have Kurdish citizens. By contrast, no existing state wants to have palestinians as citizens: neither Jordan, nor Egypt, nor Lebanon, nor Syria. The Kuwati's learned their lessons when they gave refuge to palestinians only to have them stab their hosts in the back. Palestinians are even personae non grata in Iraq. As far as the so-called palestinian-americans who were allowed american citizenship, Major Hasan is a good example of the result.
