Howdy Kim; United Nations General Assembly Resolutions 181 and 194 are non-binding and unenforceable. Only United Nations Security Council Resolutions are theoretically binding and enforceable. In this case, the appropriate international law is UNSCR 242 and which is reaffirmed by UNSCR 338. UNSCR 242 calls for a "just settlement" to the Palestinian refugee problem, but it makes no mention of any so-called "right of return" nor does it single out any particular state for being solely responsible for this. Over 90% of the original group of 750,000 Palestinian refugees who left in 1948 are deceased. Most of the current Palestinian refugee population of about 3 million are decendents who were born outside of the State of Israel and therefore are the responsibilty of those states or territories in which they were born.
