Consistently with Walzer's view, the person who pushes the button to fire the rocket carried on a killer drone over Afghanistan, Pakistan or Gaza - perfroms a military act and is therefore a military combatant. Where that person is located is irrelevant to his status as a military combatant. By our own rules of war, he is as fair game for targeting -wherever he may be - as the persons he targets. Thus, Israel and the United States have both implicitly relegated counter-attacks on their homeland personnel who kill from afar, as military acts rather than political "terror" attacks. The Israeli/Americans have extended the "war zone" of which Walzer speaks, to the homeland terrritories.
