Israel promised the UN before its admission as a member that it will compensate land owners among the refugees. It said all this will have to be done within a general peace agreement. We are waiting for the day. For owners living in Israel, there is the Biram and Iqrit settlement idea (which also includes compensation) and there may ba a general law in preparation about it. It was announced in recent times, I believe.
