Mr. Oren, Your article is very interesting. That the U.S. State Department now officially admits that Arafat planned and coordinated the event is satisfying to me. It was a bitter pill for me to swallow that the true story of Khartoum was hidden for "reasons of state". If I may, I would like to clarify a few items in the article. I appreciate your description of my rank as a officer but my actual status was that of a non-commissioned officer. I was assigned to the U.S.Embassy from 1969 to 1972. We monitored and intercepted PLO communications and reported them to NSA. In 1972 I was reassigned to a special group in NSA. It was there that we received the real time transcript of Arafat and Abu Ayad (in Beirut) conversing with Abu Jihad (in Khartoum) about the BSO operation. There was never any doubt about Arafat's involvement. That he himself was intercepted planning the operation meant it was going to be a big operation. We just didn't know where in Khartoum. But we did warn State on Thursday, the day before. I never did get to listen to the recording as it was, along with much of our material relating to the event, gathered up after the crisis, ostensibly for review at a higher level. I've always felt that the hand of Henry Kissinger had been in play here as all the Khartoum material at the State Department had been collected and removed to places unknown as well. Again.I enjoyed reading your article. Please feel free to contact me in the future. Respectfully, James Welsh
