This raises questions, not only about the intentions of the Israeli government, but also about Kerry's intentions. Given the dependence of Israel on American support, it would have been easy for Kerry to enforce a settlement stop. This would not just have been an American wish, but a demand by international law and many binding regulations (and a prerequisite of the Road Map as well). The fact that Kerry did not enforce such a stop raises suspicions about his intentions.
